How to register with foreign business owners without SSN?
In most circumstances, state payroll tax agencies will require any individual officer listed on a tax registration to have a valid SSN, and usually a valid US based address. Most registrations will require this ID as a form of verification, and typically exceptions will not be made.
There are a small handful of tax agencies that will accept an ITIN number in lieu of an SSN, but if an officer does not have either of these forms of ID, then they will not be able to be listed on the registration.
In cases where an officer with a valid SSN (or ITIN, if applicable) cannot be provided, then Middesk will be unable to support your registration. In such cases we would advise consulting with your payroll provider or reaching out to the agency directly, as such registrations cannot be completed via the typical workflow.
